Position

Project Manager – Medical Equipment Installation & Commissioning

Location: Nuwara Eliya, Sri Lanka

Main Objective

To manage the onsite installation and commissioning phase of medical devices within a new 900 Bed District General Hospital in Nuwara Eliya, ensuring the project is successfully delivered and completed on time and in budget.

Key Duties and responsibilities

This is the latest phase of a multi-site Project for our Client, which started back in 2011.  It has now reached a critical stage of the major equipment installation.  Equipment will start to arrive from suppliers in March and is expected to continue to follow through for between the next three and six months.

Your role is that of coordination and implementation.  Liaising between the Suppliers, Local Distributors, the local Project Delivery team and the Clinical End Users.

Managing the logistics for product entry into the country and receiving the equipment on site from the manufacturers. Conducting checks that the equipment meets with the agreed specifications and subsequently ensuring that the equipment is installed and commissioned to the Client’s satisfaction and that of the local end users.  In the course of events overcoming local practical challenges as they arise.

Equipment will in the main be installed by the Local Distributors therefore you will have to coordinate their resources to install the equipment at the appropriate time. 

The asset base of equipment is that expected within a normal District Hospital from some specialist equipment through to typical treatment and monitoring equipment.

Currently 95% of the asset base has been identified and approved.  With the remaining 5% there will still be some requirement to complete the procurement of the remaining inventory with support from the local team and the office in Chalgrove.

During this phase the successful individual will have full responsibility for the ongoing local management of the project whilst regularly liaising with the In-Country Projects team and the office based staff in the UK.

This is going to be a hands on role requiring a very broad range of project management and medical equipment skills.

The key management functions of the role are to effectively manage the local people ensuring that the project is delivered on time and with the budgeted profit targets being achieved.  This will require being actively involved with the project from local meetings with the Client, local Distributors and onsite contractors.

Person Specification

Qualification

It is likely that the successful candidate will have technical qualification relevant to medical engineering, although the right experience of the individual is the most important characteristic.

Experience

The ideal candidate will offer Project Management skills in the successful implementation of medical equipment installation, however consideration will be given to an experienced Senior Medical Engineer who can demonstrate good organisational skills and probably some previous exposure to medical device installations within a hospital environment.

Ideally you will have been involved in the installation and commissioning of medical equipment within the construction of hospitals from the initial setting out phases through to the final completion

Importantly you will be familiar with a wide range of medical equipment and the protocols surrounding their installation.

You will also require to liaise effectively with project staff, to be able to interpret scopes of works and to understand the technical installation requirements.

You will be required to work with construction contractors from a project management perspective ensuring project timelines are agreed and understood, equally you will be able to liaise effectively with construction site personnel monitoring work being completed ensuring that it is done to the required standard and integrated with the project plan.  The award of some of the works to local Distributor companies will require very close monitoring to maintain standards and prevent work packages being left incomplete.

You will display strong project management skills, controlling the project effectively from the top whilst at the same time delegating tasks and ensuring deadlines are achieved.  In addition to their time management skills the successful individual will also display strong commercial project management skills demonstrating that they are able to control the financial aspects and deliver the project with the budgeted profits.

Finally the successful candidate will be IT literate and competent in modern office packages and project management tools.

As an individual you will display good managerial and motivational skills to all levels of the project team irrespective of whether they are an internal member or an external contractor.  Due to the project having incurred a number of delays up to this stage the successful individual must display the ability to think conceptually to maintain the expected installation timeline.

You must have good clear communication skills and have the flexibility to lead project meetings with hospital and local country staff at one end of the scale and to work with construction personnel on site, treating them with a firm hand but with respect to ensure the task is completed.

Key characteristics will be the ability to operate effectively in a region of the world that is 6000 ft. above sea level.  The climate is typically cold and wet.  With the the economic and cultural circumstances proving challenging at times, this requires an individual who possesses patience, endurance and experience to deal with these characteristics.
